Actually nobody knows, there are a couple of threads about it on Britney fan forums.
Either it's the tour version (which I don't think is likely) or it was just a rumor or it won't be released.

I cant believe this,this is such a great decision...I don't care about her not releasing any ballads, we need a music video for Radar since Blackout and it's good to know that they didn't waste a great song like Radar !!!

Good choice, but it's really weird, I really do consider this song to be a part of Blackout. Radar will probably do better than If U Seek Amy.

That's really true Alex, the record company must have also decided that the album doesn't have any other songs strong enough for a single.

Even though a song like "Unusual You", which I love, probably wouldn't do well as a single. oh well.
