          Was listening to this 1998 Brandy song last night, and struck me how much the opening  .01 seconds "swoosh" sound effect (right at very start of song) sounds like the same sound Max has used on many, many records to lead into vocal phrases :D        http://www.youtube.com/watch?v=vEVTm1wrCng&feature=youtube_gdata_player

I think he just made the sound himself, layering several swoosh sounds and than uses
them again and again. You can also make these kinda sounds by using a simple synth and playing with the noise
knobs and using automation.
He also has a sound like this laeding into choruses with a downlifting curve than.
Just amazing how much a simple effect can really grab your attention and prepare
you for a new section, which makes sense cause max very often uses the same chord
progressions in the verse and chorus. I think this is why they stand out...

I agree with Dominik, and u can add a "reverse voice" with a volume automation with the woosh
