Title: Letter to Department of Justice Consent Decree

Can someone tell me what the consent decree is all about?

I came across this letter that Max wrote but i'm not sure what is going on.

There is anti-monopoly law that limits how much of the market one player can hold — this limit called ''Consent Decree".
The investigation by the department's Antitrust Division also confirmed that the consent decrees require each organization to offer "full-work" licenses that convey to radio stations, television stations, bars, restaurants, digital music services, and other music users the right to publicly perform, without risk of copyright infringement, all works in ASCAP's and BMI's repertories (https://www.justice.gov/opa/pr/justice-department-completes-review-ascap-and-bmi-consent-decrees-proposing-no-modifications)
